Dear Ajitabh,
Please check enterprise portal component (EP-Core etc...) deployed on the server or not. You may check in SDM/JSPM deployed component.
Login to http://<host>:<port>/sap/monitoring/SystemInfo OR
http://<host>:<port>/sap/monitoring/ComponentInfo
If EP component not deployed then you will not be able to access /irj/portal untill component deployed..
Hope it will heps
Best Regards,
Arun Jaiswal

Hi All,
@ Arjun-Looks like LockingManager must be initialized before usage is the error ? Can you tell me how to restart the Portal Application?
@ Siva Kumar I have Installed Portal on the same Host.
@Arun:I have already deployed the enterprise portal component(EP-Core etc..)through JSPM only
http://HOSTNAME:51200/sap/monitoring/ComponentInfo as follows:

Hi,
1). What is the Memory configured on the system
Application down might be due to memory errors also. Stop the ECC and Other SAP applications running on the host and try to start only Portal Application. You can do this from MMC on the Desktop.
check the link below on stop and start Java
http://help.sap.com/saphelp_nw70/helpdata/en/55/afa642b7c6c511e10000000a1550b0/content.htm
http://blog.sapadmin.co.in/?p=83
2). If Java Application is up, Check whether you have EP components installed properly on the system. You can check it from below link
http://hostname:port/utl/UsageTypeinfo.
if you don't see EP as Usage Type, then there might some wrong in the EP installation and you might need to re-install.
@Arun:I have already deployed the enterprise portal component(EP-Core etc..)through JSPM only
You need to Install EP-Core and EP both to access portal, check below link
http://help.sap.com/saphelp_nw70/helpdata/en/72/4d7b424bfc173be10000000a155106/content.htm
You can Install EP and EP--Core in JSPM using "Additional usage Type" option
Hope above helps !
Thanks,
Arjun
