In MATP, does product availability check at component level considers other receipt elements apart from stock?

Either. You decide how you want the component to be checked. The check is determined by the Business event and ATP Group of the component. If no business event can be determied for the component, the BE of the FGs is used.

The issue is as below....
Apart from stock, SNP planned order is also required at component Aavailability check. The category 'EE - SNP: Planned order' is included in the product check for ATP Group '02' and BE 'A' but system is not considering the planned order as receipt element. Its only taking stock into account. '02' is maintained at component level.
The SNP Planned order was created manually in SNP planning book.

The ATP check happens then with a different scope of check or check instructions.Try and just enter the component in the sales order ? If its activated for ATP you might find the issue on the ATP proposal screen. Maybe you have activated a different BE in the check instructions of the header material ?
