Based on my understand if i were to plan for setting up an ERP 6.0 Landscape with Best Practices (Full Scope) i would consider the execution of following activities:
Prepare EHP4 Landscape
Install ERP 6.0 on DEV
Upgrade DEV to EHP4 SP06
Install SAP Best Practices v1.604
Activate Full Scope of Best Practices on DEV
Prepare QA (System Copy - DEV with BP Activated)
Prepare PRD (System Copy - DEV with BP Activated)
Register Landscape in Solution Manager
Customization on EHP4
Customize Best Practices Scenarios on DEV
Transport Changes to QA
Test Changes on QA
Transport Changes to PRD
Upgrade to EHP5
Upgrade DEV, QA and PRD to EHP5
Install HCM Localization on DEV, QA and PRD
Customization on EHP5
Customize HCM Best Practices Scenarios on DEV
Transport Changes to QA
Test Changes on QA
Transport Changes to PRD
Please advise if there is anything missing or incorrect.

I'm on a project with similar requirements. I follow this order in steps that you describe:
Install ERP 6.0 on DEV
Upgrade DEV to EHP4 SP06
Install SAP Best Practices v1.604 on DEV
Install QA
Install SAP Best Practices v1.604 on QUA
Install PRD
Install SAP Best Practices v1.604 on PRD
Activate Full Scope of Best Practices on DEV
Register Landscape in Solution Manager
Upgrade DEV, QA and PRD to EHP5
Install HCM Localization on DEV, QA and PRD
Customize Best Practices Scenarios on DEV
Transport Changes to QA
Test Changes on QA
Transport Changes to PRD

Hi,
Why don't you install your system to EHP5 directly ?
Also, In order to get latest packages from solution manager system, you need to register your system first in solution manager and then you will get the patches.

Since BP V1.604 can only be installed and activated on EHP4 that's why starting directly from EHP5 is not an option unless i consider manual configuration of the BP scenarios on top of EHP5 (which i am not aware how long it might take)
Yes, i am aware of using MOPZ to download the required EHP and SP for the up-gradation. I have also prepared a standalone SBX system following the route (ERP 6 -> EHP4 -> BP v1.604 -> EHP5)
What i am more interested in knowing is the sequence of activities when doing it for a Landscape (DEV, QA, PRD). Do i need to install and activate BP on all 3 systems (DEV, QA, PRD)? What part of this whole process requires direct installation on the system itself, and what part can be transported from DEV to QA to PRD?
