this is not possible due to the SAP infrastructure design. The user is assigned to one application server by logon (message server) and then the user context is handled on that one. The user can execute RFC calls on several application servers of course, but the main application part is handled by the assigned one.
If you need a reboot - remove that application server from the logon group (transaction SMLG) and wait until no or only a few users are working on it. If it is really urgent you have no chance without any interruption for the users.
