The answer is that you can configure many of the standard heuristics to either re-use existing planned orders, or delete the old ones and start from scratch.
If you mean SNP heuristic, yes, generally SNP heuristic will try to delete all non-fixed purchase requistions and planned orders in the planning horizon before heuristic calculation.
