You need to short close the number range '01' with the last created RO number. after that you need to create a new number range with '01' starting from earlier+1 number or give a alpha numeric start so that the system will allow text in the number also click the external check box.
Though we are using internal number range, while creating RE rental objects system will not update current number field in number range intervals. Basically RE reads the last number from the tables directly and if the number range interval '01' is internal then system adds 1 to last number and allots the new number.
Like other objects (sales order, purchase order, RE contracts) we can't find the last used number from number range intervals for RE master objects.
As system always takes number range '01', you delete this interval and save. Then you create number range interval '01' with external number.
The other way to do it is create new number range interval and define your logic in BADI (method get_number).
