I would like to know if I could create mopz transaction even if my mopz has SP00 in Solman 7.1 and if is there any central note for this version ?

You`ll not be able to use MOPZ with SP00, you must update to the latest SP level according with point 3 of note 1577909.
There`s a dump that occurs in SP00 that will not let you use mopz.
