Following is the process of WCM:
Create maintenance order & activate WCM.
Create and prepare Work Clearance Application (WCA).
Create and prepare Work Clearance Documents (WCD).
Approve Work Clearance Application.
Approve all the permits required for WCD for tagging.
Tag the equipments, object in WCD.
Carry out the maintenance work, after u201CLabour Release u201C in the maintenance order .
After work completion, set the order status to u201CWOCOu201D u2013 Work Completed.
Request for un-tagging , by approving permits required for untagging in WCD.
Un-tag the equipments, objects.
Close the WCD.
Close the WCA.

type WCM in the command field box in sap easy acess then you will get sap easy acess work clearence management and under sap menu you will be given wcm templates and if you click on that you will get the path and double click on required fields and give the details.

I will give some more information regarding WCM ,it might be helpful to you.
Adding a link:
o The workflow determines the prerequisites for the approvals again
o If one of the already requested approvals requires a
process-relevant approval not issued yet from the object linked again, then
- the original notification for the placement to the approval is removed
- the person who created the assigned WCM-object, is informed that
a process-relevant approval is necessary.
- the original notification is generated again as soon as the
necessary process-relevant approvals are issued.
Deletion of a link:
o The workflow determines the prerequisites for the approvals again
o Approvals that depend of approvals not issued yet in the up to now
assigned WCM-object can be authorized now. The corresponding
notifications are generated.
Deactivating an approval
o The workflow determines the prerequisites for the approvals again
o Notifications for the approvals pending after the deactivation occur.
o Notifications for the placement of approvals, which are dependent from the deactivated approval, are removed.
Refusing the WCM object
o Waiting notifications for the placement of approvals to this WCM-object are removed
o Notifications about the refusal are sent
