Is there a way to remove a Document Check Out lock in Solution Manager? We have a document that indicates that it is currently checked out by a user that is no longer with the company and we need to remove that lock.

Please select the document (row) that has been checked out, click on 'Attributes' button, in the window that comes up, go to 'General' tab (that's the one highlighted by default).
Look for the icon that looks like an 'open lock' (Unlock Check Out). If you click this, the document becomes immediately editable.

We have a quality team who performs these document upload and reviewing . And at the same time when the functional team is checking out the document . Our QCS is manually checking in the document using the above method suggested by you.
And we don't want anyone to check out until the same person check in the document again.
So could you please advice is there any other way of restricting this .

i don't fully understand your quesiton. If a document is checked-out it cannot be checked-out again.
First it needs to be checked in again. (or the checkout lock is removed as described above)
Then one can check-out the documents again.
Whether a user can undo the ckeck-out is controlled by auth. object S_IWB with ACTVT = 95
