how can I lock out a user with a certain level of authority

I have a user who has been downgraded in authority.

Please explain the steps to lower their authority and role.

If you have access in system then you can get all information related to Role & authorization through tcode - SUIM.

u need to work on authorization objects and matrix according to user based roles, than provide him the transaction related to working objects and communicate the same to BASIS team for its release.
