Currently, SOLAR_MIGRATION is not supported by Solution Manager 4.0, 7.0, 7.0 EhP1 There is not other functionality available besides the transport from SOLAR_PROJECT_ADMIN for transporting projects, so I suggest you transport your project via SOLAR_PROJECT_ADMIN.
