In what industry or scenario that the method of backflushing should be decided?
When to set as backflush and when to do manual goods issue?
Also when should the flushing occur?
- before production start when store is preparing material issue to production?
- during the actual usage of the component depending on the production operation that the component is used?
- at the end of production after last operation is completed?
Please share your thoughts on the factors to consider for design and best practice.

in short words...backflush is non-manual posting of an issue of components sometime after their actual physical withdrawal for an order
the goods issue posting for for backflushed components is carried out automatically at the time or order completion confirmation
say, for example, in food industry for finished goods we see '2' at backflush field (mm03: 'MRP 2' view) and checkbox Backflush is ON for Work Center (cr03: Basic data tab)

Back flushing is nothing but automatic goods issue. System will automatically posts the goods issue when you confirm the operations.You have no need to make manual issue. It will reduce the effort.
Eg. When a 4 wheeler automobile is rolled out from assy line, 4 wheels & Tyres are deemed to be consumed and issued to production order automatically by way of backflushing by the system.
No Physical issue & Manual posting ( Goods Issue) by Stores.

When you confirm an order with components that have the Backflushing indicator set, the system automatically posts a goods issue for these components at the time of confirmation.

In this you manually transfer goods issue using MIGO or MB1A.

I think backfush is betteer use for repetitive manufacturing, which requirement of components is not fluctuate (almost constant).
You can set backflush, where to produce same material and same quantity, will consume constant component.
And you can use manual goods issue, if you can consume material different from BOM (not constant).
I think backflush is better to set during the actual usage of the component depending on the production operation that the component is used. So, availability of each material/component more real.

In Backflush Indiacater We can Do In work center as It is again copies in The Routing So as to Backflush the Operation
And When Quality Management Involved At that Time If one Operation iS completed At The Time Of issue We need to Backflush so as to check the The Material Inspection In this way it is used

Backflushing can be used in any type of manufacturing.
When to set as backflush and when to do manual goods issue?
This depends on a lot of things like the number of production orders confirmed in a day, average number of components per BOM, value of the material, serialization etc.
Normally it's safe to backflush medium price to low price materials (if you divide the materials in A, B, C D categories, you can assume B and C) If the materials are really low price per part (D I would say) then you can use "Bulk" indicator.
Serialized components cannot be backflushed.
If you want to be on the safe side it's better to issue high priced materials manually. But if the inventory is tightly managed and logistics is well managed they can be backflushed too.

You can do during production but it depends on the logistics. If you're doing before or after production make sure you follow that rule for the entire plant.
