I am Performing a Virsa Upgrade from 5.2 to 5.3, Can any one suggest where can i download A Dictionary.sda and AEWorkFlowWSEAR.ear .

You can download these files from http://service.sap.com/swdc - Installation and Upgrades - Governance Risk and Compliance. There you can find required patches.
