Hello all,
After the last round of support packs it appears we can no longer change long texts on the delivery header or line item after the delivery has been PGI'd. Business processes require the ability to change those texts after PGI.
Does anyone know how to turn this functionality back on?

When you implement SAP Note 1565880, the texts in an outbound delivery can no longer be changed after the goods issue has been posted. This SAP Note provides a user exit that allows you to adjust the ready for input status of texts customer-specifically.

Dear Jack,
Could you please check to see if note 1565880 has been applied to your system as part of the support packs? Before this note it was possible to edit texts after goods issue has been posted. This was considered a program error and was corrected with note 1565880. If this is the cause of the texts being locked and your business needs this functionality then the only way to get back the old behaviour is to modify the system (remove the coding introduced by note 1565880). Please review note 170183 before applying any modification to the system.

It is considered a program error to be able to change these texts after PGI so this will never be a configurable option in the standard system. Unfortunately the only way you can achieve this functionality is to modify the system to remove the code introduced by this note.
