How can we check history of transaction VL01n,VL02n used by user for particulart period?

Most probably, you wont have authorisation to execute SUIM. Ask your basis guy to execute and generate the required report.

You can check the changes made on a delivery using the menu path Environment -> Changes available in VL03N / VL02N. There you can see which user changed what

OK, you can see transaction usage log for a particular user through transaction ST03 ( you may not have authorization as this falls under BASIS role)

ST03 -> Click on "This Application server" button -> Click on "Single stat. records" button -> feed the user name field, start and end dates for analysis and press enter

You will see a user transaction usage log similar to below

If your SAP system has audit log activated you can use a more convenient way by using transaction SM20
