Couple of suggestions....
a) See your query created in the channel returns any record. You can try using toad or some tool and see what record it returns.\
Example: If your query during runtime does not return anything but makes succesful select and update call that does not mean that you run the scenario as you designed. If the select query returns nothing then your mapping data is empty and so no file.
b) Also check the payload during runtime and if you see the content then check the receiver file has some write access issues.?
Like file write permissions etc...
