Depends on what are you trying to achieve.
A Connetion Speed Limit can be defined when you know how much data you have to transfer over it, between which systems and with what defined timeout/response times you have set in each of them.
On MII side the time-out/response times are configurable, so all you need to do is test and eventually adapt the values to correspond to your present uplink speed and/or bandwidth. Since one MII instance is on one side of the link, the other side (MII, Database, PCo .. etc) should be configured in a similar way.
I connected MII systems over 1mbps simmetrical links with no issues, but the data transferred over these links was not a lot or even sustained. If the process you're looking to support is critical .. bigger/stronger/redundant links help.
Anyway, MII buffers requests and it can be set up for absolutely no data loss whatsoever. It's only more testing and configuring than one should think of, initially.
