Is there a way to trigger billing when a sales order is saved? We are using a billing plan and there is no PGI or delivery being created for the billing plan item. Billing should happen immediately when the sales order is saved.

Their is a Standard BADI which available for such things as soon as you complete and save the sales order it will create the Billing automatically, check with your ABAPer and ask him to modify the program according to your requirement. ask him to check in SE18

You can try to run the program SAPMV60S in the background at frequent interval say every 15 minutes to create the billing documents. Otherwise if you need it immediately, then you can add a new output type in the sales order, which can be assigned with a BDC program to create the billing document.
