Does anyone know if there is a SAP provided standard content/business package for processing purchase orders out of SRM an into external vendor using cXML?

I am not sure about cXML for external vendors. but you can check in service market place.

Here is the path in service market place to download the business content

Support Packages and Patches->SAP Application Components->SAP SRM (WITH SAP EBP)->SAP SRM 5.0->Entry by Component->XI Content
