Customer asks until he release a document of version 00, a new document version 01 should not be created. How to achieve this?

You should be able to achive this by using code in BADI - DOCUMENT_MAIN01

IF_EX_DOCUMENT_MAIN01

method : AFTER_DETERMINE_VALID_VERSION

or Method : Before _save

This would require an enhancement.Perhaps your ABAPer can look at introducing a status check of exisiting DIR prior to creation of a new version of it.
