I need to review all the Custom programs and interfaces which will be affected by the change in length of Project WBS element from 7 to 13 and also levels from 3 to 5.
Can anyone help how to retrieve the list of programs?

You will have to take help from your technical guys on this. Ask them to search the programs based on the "where used list".
