Automatic packaging creates embedded handling unit

I have set up automatic packaging for certain materials, together with master data. It is defined based on material level and not reference material level.

When packaging the items automatically the system embeds the handling units into each other.

Example:

12 pieces of material A, according to the instruction, should be packaged as 2 per pallet.

The system in this case does the following:

HU1

2 pcs

HU2 (within HU1)

2pcs

HU3 (within HU2)

2pcs

HU4

HU5

HU6

Nested again like the above.

What setting or config drives this? I just need the HUs without any HUs containing other HUs.

this problem seems to be occuring due to the packaging instruction maintained in tcode POP1 seems you have maintedin sub ordinate instruction which are driving this cause

The issue was some non-org level packaging instruction, had to change the determination.
