does the sender SOAP adapter support multiple operations per interface? (interface type of 7.1)?

Yes. But the service interface must be inside ESR.

PI 7.1 + version supports service interface to handle multiple operations on it. So if you create sender service interface with multiple operations and host webservice using sender agreement you can achieve this.
