Hi ,
When i am entering the stms_import , am getting below error often.

This is tp version 372.04.71 (release 700, unicode enabled)
ERROR: Could not open file /tmp/dev_tp_1690 for writing

ERRORS: Highest tp internal error was: 0212
Please guide me how to resolve this issue.

Also try giving 777 for some time to the tmp directory to make sure that the problem is due to permission only and check TP_DOMAIN_SID.PFL on /usr/sap/trans/bin has permission to at least 664

We are not getting this error always . only few times in day.
It looks like you have problem with any 1-2 application Server only related to Filesystem Permission or Mounting.
Check in SM37 for cancelled RDD* Job and note on which app. server it gets cancelled.. you may find app. server name. Now you should check from that app. server.

We have solved this problem by removing tmp files do the follwing in tmp directory.
one of the reason is that tmp dir is exceeding its limit so when we ll or ls it goes stuck on which is given TP buffer fail error.
in tmp dir removed tmp files and and refreash in the effected sap server in our case it was both QAS and PRD and than stms_import hope it will help for some one.

Your STMS configuration seems to be incorrect.
tp tool should not reach to the file mentioned in your question
Are you getting warning "Configuration is inconsistent " ?
paste your tp system log here for further analysis

Yogesh is correct. Give read/write access to /tmp/dev_tp_1690

This is permission related issue at file level.
Please grand <sid>adm user full access to Trans folder.
