SM51 to switch login server

In multiple servers instance, we use SM51 to switch login server. However, SM51 is able to shutdown server. Is there any other way to switch login server without using SM51? Thanks.

You probably have a logon group defined with all your application servers.

two options

1. Define one logon group per application server so you can choose the logon group in saplogon

2. Create manual logons directly to the application server

then disable user from accessing tcode Sm51, and create RFC destination for user to access other instance via SM59.
