Is there a possibility to create a subsitution for the WBS planning CJR2.
I would like to enter a value in HRKFT field in COSS and COSP

Substitution is possible for a wbs element. Your question is not clear as you are going for the table level.
As a functional side, whats your exact requirement so that it will be helpful to answer.
