Posting here, as I am unsure of the forum for PM & CS.
My ex-colleague has set up an action box for service notification with functions like assign to level1 and assing to level 2.
The issue is, only few users can see the assign to level 2 function when they open the notification. Any someone guide me where to check the control for this.

I saw yoiur thread when I searched customer Services Specific module in sap.sdn.forum.
I strongly feel that , in your case your college would have maintained status profile at two levels for a notification type:
one for Notifications and another one for Tasks.
Please check these status profiles and try after changing.

Alternatively, check the authorisation parameters with the help of Security team.
