I want to use Solution Manager to store documentation regarding system administration procedures. Could you guide me to achieve this?

You can use transaction SOLAR01, SOLAR02. But before you need to create project for documents assignment.

My purpose is to assure that all my basis team follow the same guidelines, regarding system administration procedures, example:
- Create SAP Printer;
- Create New SAP User;
- Create RFC Connection...
I'll check your first suggestion. Thank you for your reply, in case of doubt I'll update this message.

I agree with the others. I've seen an End-to-End Process called Plan to Support
In SOLAR01 you can have a structure something like the following:
Scenario: PTS-001 Harware Management
- Process: PTS-001-001 Printer Management
-- Process Steps: PTS-001-001-001 Printer Management Step 1
-- Process Steps: PTS-001-001-002 Printer Management Step 2
-- Process Steps: PTS-001-001-003 Printer Management Step 3
Scenario: PTS-002 Security Management
- Process: PTS-002-001 Role Management
-- Process Steps: PTS-002-001-001 Role Management Step 1
-- Process Steps: PTS-002-001-002 Role Management Step 2
-- Process Steps: PTS-002-001-003 Role Management Step 3
- Process: PTS-002-002 User Management
-- Process Steps: PTS-002-002-001 User Management Step 1
-- Process Steps: PTS-002-002-002 User Management Step 2
-- Process Steps: PTS-002-002-003 User Management Step 3
Once the documents are stroed here they can be linked other places in SolMan, like on the workcenter tabs. But it's good to have your processes formally documented in SOLAR01.
