When I go to the identity management screen, it gets into some kind of llop. I know it is some kind of loop because I can see the cursor flashing and I have sound turned on the pc and I here it clicking. To get out of it I have to bring up the task manager and kill it.
Any idea of how to fix this?

I think this is not related to the poroduct "SAP NetWeaver Identity Management 7.x", but to the general user management interface of the portal!?
First things to try:
1. Use IE6 or IE7
2. Clear browser cache
3. Add your domain to trusted domains in IE
4. Deploy a fix or SP for AS Java / UME
