No acces to web path by action block image_server

I get the error message:

The Users role SAP_XMII_User has alreasy assigned the action XMII_ChartServlet.

With a administrator role everything works fine!

Has you any idea whats going wrong with the transaction, when its executed with the User with the name User, which has only the role SAP_XMII_USER assigned?

Iam using NW CE 7.1 EHP1 (so 7.11) SP6.

MII Version 12.1.8 Build(40).
