Dear Sir,
Generally We use the T code QA32 for Usage Decision. Is there any other T Code to give Usage Decision.

Or use QA11 (Create UD) or QA12 (Change UD).

In addition to FF's answer you can try QA02, menu path inspection processing -> Usage decision-> Record.
Basically in all the answers, and including your initial reference of QA32, you finally arrive at the transaction QA11.
