Our system is allowing to create delivery with Zero quantity,Please let me know where is the control for this.

Please check the Delivery item category option and correct it to get error message if there is no stock.

In your delivery item detail against Check quantity - put B

Check in (zero)0VLP in taht select your item category and in quantity tab you can find Check quantity 0 here maintain B or C according to your requirement.
