Do you know where or which tcode I can maintain the customs declaration level(/ECRS/V_TRPL)? Thanks

There is no specific Transaction Code for maintaining that View. Instead, use Transaction SM30, if you really must make changes.

Thanks for your reply. Do you mean customs declaration level is hardcoded by SAP? So we can't change it.
It's not hard-coded (just a configuration table), but obviously not intended to be changed, presumably because the entries meet the legal requirements for each country.
