GRC 10 - NWBC issue

Dear Experts ,
IN grc 10 , I am able to launch NWBC client and can see all tabs like ,SET UP ,RULE Steup ,acess manamegemt
but inside that I am not able to see any option .
Any idea what need to be done ?
what is have done tll now is :
1. Added all roles start with GR and GRAC ,so i think i have all role related to GRC . Ihave added roles for RM and PC
2. Double checked that inside SICF all services for NWBC are running .
3.In menu tree ,added nwbc and wdy_application - for rule set up .
AM I missing some thing here .
