We want to implement any SAP Note if such one is existing, so that even if an infocube is locked (by some user), then also process chain should run and should not fail.

you can define the next step to be executed in ANY case - not only in case of success. So even if the cube is locked and this particular step fails, teh follow up steps will be executed...
