Netweaver CE 7.11 User Change History and Security Best Practices

Good Afternoon,

Is there any History about who changed the authorizations (Assigned Roles, Assigned Groups) for a specific user in Netweaver 7.11 EHP1? If yes, where can i get that information? I need to know who changed the Assigned Roles and Groups of a specific user in my Netweaver 7.11 system and when.

Since i'm new to the Netweaver 7.11, can anyone give me directions (links, papers...) about best practices, security and users on Netweaver 7.11. I want to be able to take a look at this system (Netweaver 7.11 EHP1) and implement the best possible security.
