The users are having problems opening OSS messages in Solution Manager,

Could you help me with that?

Well - this is a question as

"I have a problem with my PC, please help".

What would you do if someone tells you that?

We don't know what you problem is. So please go ahead and describe what problem you have, what error message you get etc. Without that it's simply impossible to suggest something.

Please describe better your problem so we can help.

post the error message, or whatever is happening.

If is a user role issue, run SU53 transaction and see with objects you need.

Look if your user have a Business Partner.
