no the correct equation is:
NWDS = an <u>old</u> Eclipse version
+ SAP specific plugins which help you develop SAP WebAS specific application
+ eliminate or restrict some Eclipse features

though, in the recent PDF that was available on SDN homepage it is mentioned that NWDS in its coming versions will also support WTP and other popular stuff.

NWDS is based on Eclipse. It is really eclipse with a bunch of SAP developed plug-ins implemented into it.
