need to send the logging tag's value as On in diagnostics

Hi Experts,

I read some where as "we recommend that you deactivate the logging function because you can activate it, if necessary, via the diagnostics header". I want to send the logging tag's value as "ON" in diagnostics. How is it possible, please guide me. and also clarify me what is LOGGING, TRACE-LEVEL.
