Blocked stock movement through Notification

Hello QM gurus

My client requirement is as below.

When material is in blocked stock & it need to move to unrestricted QM user will raise a notification assign a task that material need to moved to Unrestricted from blocked stock.then intimation or Mail should be trigger to FICO person that QC has approved to move the material to UNR from blocked stock & FI person need to create debit note.So FI person will create DEBIT note & then he will enter a Task & some long text in notification.Then He saves the notifiaction.After saving notification material should automatically moved to Unrestricted status i.e. movement 344 should happened in background.

Is there any function module availabe?and how to mapped this scenario in SAP?

here u may require the help of an Workflow consultant for msg trigerring, rest of the problem easily solved through inspection lot an dnotif.
