This question is quiet generic....
But, neverthless, technically, you can create Infocubes using RSA1 T code provided if you have proper authorization and know the purpose (for APO/BW) of utilising them....and the content to be needed

If you want to create back up cube for planning area then you can also create from transaction /SAPAPO/SDP_EXTR
using button 'data backup'.
