The WM-PP Material staging process is mandatory for issue the goods to prouduction or i follow with simple TR & TO. (because my production storage location are not warehouse managed)

WM-PP Material staging process is not relevant if the production storage location are not warehouse managed.
You can use Movement type 261 at IM level to issue goods to a production order.
