For HU managed storage location it creates a delivery in the system that show as a requirement in MD04, with -ve sign in it.

This blocks a sales order to be confirmed even if the stock is at the the same plant.... since ATP for sales order is taken place at plant lavel not at Storage location lavel, it should not stop for confirming the sales orders .

In this case you need to change the ATP logic (transaction OVZ9).

Obviously now it is taking into consideration deliveries. before you change the logic just be aware that this actually makes sense; if you won't take deliveries into consideration, you may end up confirming stock you don't have!

So review the whole process, to understand why you think that it is wrong to take deliveries into consideration in ATP for orders.

There is a customisation to it ...STO process to be used for Storage location transfer . That solved the problem
