Set up 8 digit UPC/EANs

We need to set up 8 digit UPCs for a client of ours. Currently we use a 3 tiered hierarchy: Tier 1 - 4, tier 2 -10, tier 3 - 18. We need to set up a hierarchy with 1 tier of 8 digits. Can somebody help me do this.

This is for the Solution Manager product.

Setting up Barcodes is under Retail systems, likely POS.
