Unable to import all DCs through import configuration

Hi,

I created a new track and copied custom SC from a pre-existing track using method described in

But when I tried to import the configuration into NWDS, only about 50% of the DC's were imported.

Investigating, I found out that even though all the DC's are there in the DTR for the new track, the dcref files for the corresponding DC's in the TopLevelDCs directory are missing for some DC's. Hence the DC's are not showing in the Inactive DC list in NWDS.

Any idea how to mitigate this issue?
