Hi,
We have a specific requirement for Russia in which Consignment fill up order will be created (ZSSB) and if the part is damaged it will be returned by using the Return order (ZSSR) and in russia , the plant cannot own the defective stock and it should be sent to customer stock.
now we want to create the issue order ZSSE to send the stock to customer and we have to refer from Fill up order ZSSB.
Is there any way on how to use fill up order twice one referring to ZSSR ( return) and one for ZSSE ( issue order)
I saw the copy control setting is 301 which will not copy the item once it was fully referred.
is there any standard copy control routine which will copy the item from the reference order which was already referred

The damaged goods from Fill Up should be taken back using PICK UP order and similarly you can do the return referencing the Issue order.
Is there any specific reason for using a return order instead of a pickup order to take back the damaged stocks?

Damaged goods coming back with ZSSR are not "part of the consignment business process" thus should not be sent with ZSSB.
If done so, then there shall be problem with - managing "Special stock volumes"!! (in mmbe)
Design a Sales doc type for "issue of damaged goods to customers e.g. ZZZZ" and set reference doc type as ZSSR in VTAA.
ZZZZ can have schedule line category with movt. type to take the goods in to Blocked location in customer inventory.
& item category without Special stock = activated.

Why dont you try creating a fresh fill up order without referencing ?? The other option is the fill up order can be referenced with the parent fill up order and I am not sure on the outcome. But in this case, you need to fine tune your existing routine assigned in VTFL.
