Error msg on billing the tax amount must not be greater than the tax base

Dear Sap Gurus

we re facing an issue on production server ,during billing for some invoices which contains a value tax we got the following message "the tax amount must not be greater than the tax base"

i tried solutions in all notes which is changing condition class to A instd of D and i checked all the related posts on SDN nothing corrected :S:S

and we are doing the same customization steps on QAS and it works

what could be the reason??
