Is it possible to automatically total up the budget at top level wbs elements once entered for lower level wbs elements.

you can do that by creating a user exist with the help of an ABAPER.

Not surre but try using the exit SAPLKBPB - Budget entry and distribution else check with your ABAPer if he can find come enhancement points in the budget transaction and modify it as required.
