Grahphs - Decimal Places choice not working under 'Data (Y) axis settings'

I am faced with a very simple graph issue where the Y axis is simply a Count of Number of People,* and it is showing decimal numbers like 1.5.

The report requirement in the first place is to show only whole numbers.

Although the drop down box under the 'Decimal Places' in the Numbers tab has been chosen to be 0 (zero), the decimal place still shows as 1.5, 2.5, and so on.

My actual data is 1, 2, 3, 4, etc,. and the axis is supposed to display just that.

When researched further, I also noticed that the graph forces a minimum of 8 grid lines regardless of the axis values.

If the maximum value is 4, the graph would forces eight values between 0 and 4 displaying values like .5, 1.5 and so on.

The decimal drop down selection would have no bearing or control.

Your help on this would be very much appreciated.
