what is Make System Settings for Measuring Points and Measurement Documents

Dear PM Guru's,

i have doubht on the above customization section? in which situations we can activate or create new one ? whats its importance, how its impacts on our business scenarios. please suggest me and help me. Now i am in realization phase i am not observed much more difference with this check box .

i hope i will get the answer very soonly, and thanks to all of the PM gurus
